Seneca Landfill, Inc. is seeking a qualified individual to direct the daily and long-term operations of the landfill, associated facilities, and key personnel. The position will be located at Seneca Landfill, 421 Hartmann Road, Evans City, PA 16033. Work hours vary, but generally they will follow the operating hours of the landfill, which are 7 AM to 5:30 PM Monday through Friday, and 7 AM through 11 AM on Saturday. In addition, the Operations Manager is expected to be available 24/7 for emergency call outs.
Essential Responsibilities:
· Assist the General Manager in evaluating site and service requirements, developing operational plans for landfill activities, achieving density goals, and monitoring soil usage.
· Oversee daily landfill operations, including staffing, waste receiving and disposal, construction projects, yard maintenance, and contractor activities.
· Ensure landfill operations comply with permit requirements, company policies, and all applicable federal, state, and local safety and environmental regulations.
· Manage and support landfill employees, including staffing, hiring, training, performance evaluations, and day-to-day supervision.
· Work with the Operations Foreman to coordinate staffing, daily operations, compliance issues, and on-site contractors.
· Coordinate with the Maintenance Foreman and mechanics to ensure landfill equipment is properly maintained and new equipment is obtained when needed.
· Oversee the proper receiving, handling, and disposal of waste, including required testing, monitoring well sampling, and utilization of cover material.
· Implement and monitor operating procedures to maintain safe, efficient, and compliant landfill operations.
· Manage and monitor liquid received by the Centralized Wastewater Treatment (CWT) Plant and assist with landfill gas extraction systems as needed.
· Monitor and coordinate the work of outside contractors performing services on-site.
· Respond to and investigate workplace accidents and injuries, ensuring incidents are properly reported to the General Manager and Safety Manager.
· Conduct and/or participate in regular site inspections with the Compliance Manager and General Manager, at minimum monthly, to identify and address safety and compliance concerns.
· Serve as the Emergency Response Coordinator and initiate procedures outlined in the landfill’s emergency response plans.
· Conduct biweekly tailgate meetings with landfill staff to enforce safety topics.
Experience Requirements:
· High school diploma or equivalent required; bachelor’s or associate degree preferred.
· Minimum 5 years of experience in landfill constructions and waste disposal, including demonstrated construction, design, and planning expertise.
· Minimum 2 years of directly related supervisory or management experience.
· Previous experience working around construction sites or heavy equipment that require awareness of health and safety requirements.
Job Requirements
· Possession of a valid PA Driver’s License and ability to legally operate a motor vehicle.
· Ability to work outside in varying weather conditions and on uneven terrain, lift/carry up to 50 pounds, and safely access and operate heavy equipment (including ascending and descending cab of equipment).
· Strong leadership, organizational, written, and verbal communication skills, with the ability to work effectively with employees, customers, vendors, and government representatives.
· Ability to work independently, manage multiple priorities and projects, meet deadlines, use sound judgment, and effectively solve problems.
· Ability to read, analyze, and interpret business documents, professional journals, technical procedures, or governmental regulations.
· Knowledge of OSHA and other related regulations.
· Basic proficiency with Microsoft Office applications, email/calendar, databases, spreadsheets, and company-specific information systems (scale systems).
